The main reason for the fine is that the Jumei Youpin website and Jumei APP have experienced platform failures due to system aging and lack of daily maintenance, resulting in the inability to display product evaluations and evaluation sections normally.

Red Star Capital noticed that the official website of Jumei Youpin is no longer accessible, and the Jumei App has not been updated for two years. At present, Chen Ou, the founder of Jumei Youpin, has entered the short drama industry, but the data performance of his short dramas is average.

In addition, currently the Jumei APP cannot be found in the Apple App Store, but it can still be downloaded and registered in the app markets of smartphones such as Xiaomi and Vivo. At present, there are still many products in the Jumei APP, and consumers can also make payments normally.
However, during use, Red Star Capital Bureau found that there was some lag when opening the Jumei APP, and the system occasionally popped up "network abnormal" prompts. There was also no human customer service online on weekends. Red Star Capital tried to call the customer service number displayed in the Jumei APP, but the system prompted 'This number is not allowed to make calls'.

According to the application store of vivo mobile phones, the last update of Jumei APP was on September 22, 2022, and the business license on the APP shows that the operating company is Beijing Kexin. Tianyancha shows that Beijing Kexin is held 99.9% by Chen Ou and 0.1% by Liu Yong.
